A 34-year-old man has been arrested and booked on a murder charge in connection with a Feb. 5 shooting that left a man dead and a neighborhood without power.

In addition to the murder count, Joe Watson faces other felony charges, police said.

Authorities responded about 2:10 p.m. Feb. 5 to a shots-fired call near 23rd and Fillmore streets.

On the way, officers learned a vehicle crashed into an electrical pole, downing power lines.

When they arrived, they were unable to reach the driver due to the live power lines.

The fire department and APS arrived to deactivate the electrical lines. Firefighters were able to reach the driver, later identified as Erik Lagunas, 44. He died at the scene, according to a release.

A man was detained but released, and the Maricopa County Medical Examiner’s Office worked to determine the cause of Lagunas’ death.
