Glendale moves forward on annexing 405 acres

Glendale City Council took the next step toward annexing three properties totaling 405 acres in its meeting Tuesday night.

The Council unanimously approved pre-annexation agreements for three properties currently under county control near Loop 303. The agreements do not commit City Council to approve these annexations but pave the way for it to do so.

“The purpose of the pre-annexation development agreement is to allow the property owner to address infrastructure needs prior to annexation into the city,” said Glendale’s Interim Development Services Director Lisa Collins.

Prior to requesting a sewer connection from EPCOR, the designated water/sewer provider in the region, the property owner is required to either have already annexed into Glendale or provide to EPCOR with an approved pre-annexation agreement.

The pre-annexation also forbids the property owner from seeking any change in property entitlements with the county, such as a rezone, if the owner wants to continue through Glendale’s annexation process. The pre-annexation agreement does not give property owners any discount on city fees associated with annexation.

The largest of the three properties approved for the pre-annexation agreements Tuesday is Park 303, a 234-acre property along the east side of Loop 303 on either side of Glendale Avenue. It’s planned for industrial and retail use. The other properties are Glendale 303 Holdings, a 98-acre property at the northeast corner of Loop 303 and Glendale Avenue, which is planned for industrial, commercial and residential uses; and Alsup 303, a 73-acre parcel near Loop 303 on Camelback Road, planned for industrial and retail use.

A public hearing will be held regarding blank petitions to annex both the Park 303 and Alsup 303 properties on Tuesday, May 12, after which will start a 30-day period during which property owners can begin signing the petition to be annexed into the city. Once the petitions are signed, Glendale Council will schedule a meeting to vote on the annexation. If the annexation is approved, the property will become part of Glendale 30 days after the vote.

The Glendale 303 holdings is earlier in the process than the other two properties. No blank petition has yet been filed for the property’s annexation. Once it is filed, a 30-day waiting period will start. In the last 10 days of that 30-day period, Council will hold the public meeting regarding that blank petition, after which will come the aforementioned petition signing period, annexation voting meeting and addition of the property into the city, if approved.
