Buckeye Council could give firm almost $8M for project

A busy agenda for Tuesday’s Buckeye City Council meeting includes an infrastructure agreement for a major development.

Tuesday’s meeting, set for 6 p.m. at City Hall, 530 E. Monroe Ave., includes an agreement with Nevada Holding Co. LP. That agreement would require the developer to put up $900,000 toward infrastructure improvements for a development called Buckeye Commons.

The city’s maximum payout to the developer for putting infrastructure in that area would be almost $8 million.

Construction deadline for the project, though the city manager can extend it, is March 30, 2023. Buckeye Commons, between Roosevelt Street and Interstate 10 along Verrado Way, calls for Nevada Holding Co. to design, engineer, permit, construct and install several regional public infrastructure improvements.

These include a permanent four-lane street with a center median, street lighting, drainage culverts and other related improvements required by the city along about 5,280 linear feet from Roosevelt Street’s current end to Jackrabbit Trail.

The developer must also construct a traffic signal at the Jackrabbit Trail/Roosevelt Street intersection.

Council action on a resolution to reimburse is one of the final items on Tuesday’s long agenda. Hearings for a two major plan amendments — one creating “employment” zoning and a new State Route 85 employment corridor, and the other to allow industrial use in what is now farmland along MC85 between Dean Road and Jackrabbit Trail — are on the agenda.

Those two items were bumped from a May council meeting because only four council members were in attendance. Despite having a quorum for a vote, Development Services officials decided they wanted a more full polling of council views on the two amendments.

Council also will receive a city of Buckeye Water Resources Drought Management Plan update from department Director Alisha Solano.
The consent agenda for Tuesday’s meeting includes several water and streetlight items and a resolution to set the property tax rate at $170.48 for a home with a $100,000 valuation.

A 3:30 p.m. executive session is scheduled for Tuesday. The council will consult with the city attorney in considering a proposed renegotiated contract with the Buckeye Valley Fire District.

A 4 p.m. workshop will focus on the Buckeye Airport Activity Center’s specific area plan.
