Law group honors Surprise judge

Dominguez earns COJET award at judicial conference

The Judicial College of Arizona, a standing committee of the Committee on Judicial Education and Training (COJET), presented Surprise City Court Presiding Judge Louis Frank Dominguez with the 2021 COJET Excellence in Education Award on June 24 at the 2021 Arizona Judicial Conference.

Dominguez won the award for outstanding performance and dedicated service to the Arizona courts in judicial education. 

Judge Louis Frank Dominguez has facilitated education sessions on topics such as Judicial Ethics, Human Relations and Diversity, Judicial Demeanor, Jury Trials, and Victims’ Rights on behalf of the Arizona Supreme Court, the Arizona State Bar, the National College on Judicial Conduct and Ethics, the American Bar Association, the National Judicial College, and other organizations. 

He has served on numerous State Bar and Supreme Court committees; is a frequent speaker and presenter at seminars and other educational opportunities nationwide and statewide; and he has served on the Arizona Commission on Judicial Conduct since 2007 and as Chair since 2011.  

Judge Dominguez is a member of several organizations including the Arizona Judicial Council, the Arizona Supreme Court 2021 Judicial Conference Planning Committee, the Arizona Magistrates Association, and the Arizona Minority Judges Caucus.  

He also focuses on working with youth in the community and through leadership development as demonstrated by his commitment to the Surprise City Court Academy program that provides youth with an opportunity to participate in interactive career education in the field of Law and Government, among other programs. 

Judge Dominguez received his B.A. in Psychology at Arizona State University and graduated from the Arizona State University Sandra Day O’Connor College of Law.

He was appointed as the presiding judge for the Surprise City Court in 2013 and reappointed in June to a four-year term that began July 1.
