Mike Frazier removes interim tag for Lisa Angelini’s replacement

Surprise City Manager Mike Frazier selected Donna Meuse to serve as the city’s next human resources director.

Meuse has 14 years of progressive experience in the field of human resources, 10 of those with Surprise. She has served as interim human resources director since July, following the retirement of Lisa Angelini. 

“Donna has a wealth of human resources experience that will serve her extremely well in this new role, as well as ideas to keep our organization innovating into the future,” Frazier said. “She is a highly capable leader, and I look forward to seeing her thrive as our HR director.”

Meuse started with the city in 2011 as an HR analyst and moved up through the department ranks to HR manager, a position she held for the past four years before taking the interim director role. 

“I’m honored to have been part of what the HR team and the city has accomplished over the last 10 years, and I am excited to serve in this new role as we continue to strategically partner with our employees and other departments to foster a work environment that we can all be proud of,” Meuse said.

It is unclear what Meuse’s salary will be. Angelini was making $172,380.52 per year.

Meuse earned a master of science in leadership from Grand Canyon University and a bachelor of science in communication from Boston University. She is also certified by the HR Certification Institute as a senior professional in human resources and is a member of the Society of Human Resources Management.

The human resources director recruitment attracted 65 applicants.
