Special event license no longer required for some events

The Surprise City Council voted to amend Chapter 26 of the City of Surprise Municipal Code so that a special event license will not be required for the following:

  • Special Events, defined as: a fair, ceremony, show exhibition, festival, street dance, circus, carnival, concert, performance, rodeo, organized race, seasonal/holiday sales lot or other temporary activity which invites public participation and patronage (with or without charge), whether held on public or private property, and that is no more than seven consecutive days.
  • Special Event Vendors, except for Mobile Food Vendors, for a special event as defined above. Mobile Food Vendors are still required to obtain a business license regardless of the duration or type of event.

While a special event promoter, sponsor or vendor may not need special event license, most special events such as carnivals, festivals, holiday events, fairs, grand openings and sidewalk and tent sales still require a Special Event Temporary Use Permit

For questions on business licenses, please contact the City of Surprise Finance Department at business.license@surpriseaz.gov or 623.222.1836. For questions on special event temporary use permits, please contact Development Services at developmentservices@surpriseaz.gov or 623.222.3000.
