West: Reader sees water flowing in Sun City streets

I go to Sundial Center almost every morning and more often than not for the last few weeks there has been a large amount of water flowing down the middle of Boswell Boulevard in both directions from 103rd Avenue.

This happens when there hasn’t been a drop of rain. Does anyone know the reason for this?

This is the desert and I hate to see water going down the drain.
