Glendale will consider Loop 303 land annexation, $599M project

Parkway 303 East the latest in industrial demand on city’s west side

A proposed annexation could make way for more industrial development on the city’s west side to the tune of a $599.1 million project.

The city council at its Tuesday afternoon workshop next week will consider an annexation application for land to house a new development called Parkway 303 East. According to an August report from Phoenix-based consulting firm Applied Economics, Parkway 303 East is estimated to cost $599.1 million for 4.38 million square feet of light industrial space.

Parkway 303 could support about 635 jobs at an average wage of $53,000, according to the study, which also estimates one-time fees related to construction of $16.9 million, and an anticipated annual net impact to the city of $1.49 million per year.

The 12:30 p.m. workshop takes place Tuesday, Sept. 27 inside council chambers, 5850 W. Glendale Ave.

This undeveloped property at the northwest and northeast corner of Sarival and Olive avenues currently lies in Maricopa County, and has historically been used for agricultural uses.

“The annexation request involves approximately 276 acres and is being planned for a 4.38 million square foot light industrial development that would include manufacturing, assembly, employment, distribution, and warehousing,” the city’s development services department writes on its workshop agenda item.

 The land sits in a single-family residential zoning district, but after annexation, according to development services, the city simultaneously applies the most compatible zoning district to a newly annexed property. Following annexation, the applicant seeks to rezone the property from RR-45 to PAD (Planned Area Development), and is proposing a Major General Plan Amendment to light industrial for all 276 acres.

If the annexation is approved, the site would be added into the Glendale city limits 30 days later.

Other corporate neighbors in the Loop 303 corridor include Boeing, Microsoft, White Claw, Red Bull, and Ball Corp., plus hundreds of new residential homes. In March of this year, the city announced that Nestlé is building a $675 million industrial facility in the Loop 303 corridor.
