The following Arizona ballot initiatives and referendums have been organized and are listed in the Arizona Secretary of State website. All must turn in the required number of petitions by July 2. These brief overviews are included on the Secretary of State website. Initiatives are listed in the order the state received the application:

• 100% complete re-legalization of marijuana and hashish: Organization: RAD Final 1. Address: 1905 W. Las Palmaritas Dr. #F165 Phoenix, AZ 85021. Signatures Required: 356,467. Overview: ”This initiative is 100% complete legalization of marijuana and hashish. It forbids the government from taxing or regulating marijuana. It gives complete, automatic pardons to anyone convicted of a marijuana crime, civilly punishes government employees who violate a person marijuana rights, forbids the government from discriminating against marijuana users, protects marijuana user’s gun and child custody rights and requires the courts to accept cases involving marijuana.”

• The American Dream Act AZ: Organization: Prop 13 Arizona. Address: 2610 E. Spring Road Phoenix, AZ 85032. Signatures Required: 356,467. Overview: “The American Dream Act AZ eliminates all property taxes on the Arizona primary legal residence of United States Citizens over the age of 65.”
• Voters’ Right to Know Amendment: Organization: Outlaw Dirty Money. Address: 502 W. Roosevelt St. Phoenix, AZ 85003. Signatures Required: 356,467. Overview: “This Constitutional Amendment secures for every Arizonan the right to know the original sources of money spent to influence an Arizona election using public communications. Under this Amendment, it will no longer be possible to hide from public view the true sources of campaign spending. Anyone spending more than $20,000 on a statewide campaign or $10,000 on a local campaign must disclose contributions of $5,000 or more used to fund campaign expenditures. Major contributions must be tracked to their original sources. Violators are subject to fines. A non-partisan, voter-established commission will write and enforce rules to implement this Amendment.”
• Economic Freedom Act: Organization: Arizonans for Financial Freedom (sponsored by National Credit Alliance). Address: 2211 E Highland Ave., Suite 210 Phoenix, AZ 85016. Signatures Required: 356,467. Overview: “This amendment to the Arizona Constitution would prohibit the state and local governments from increasing, limiting, setting, or otherwise regulating the price of goods, services, loans and credit, or the method or timing of payment, in transactions between private parties. The amendment contains exceptions for government contracts; minimum wage laws in effect on December 31, 2019; utility rates; tuition at public universities and colleges; payday loans (which the government would still be able to limit or ban); generally applicable taxes and fees; and public emergencies. Existing or future laws that are inconsistent with the amendment would be invalid.“
• Allow Toll Roads: Organization: Arizonans for Tomorrow. Address: 62 E. Evelyn Ln. Tempe, AZ 85284. Signatures Required: 237,645. Overview: “Allows HOV Lanes to be used by cars with less than two people by paying a toll. This toll is designated to go to several programs including roads, AZ Dept of Economic Security, AZ Medicaid and Medicare, Creation of a Statewide Scholarship. AZ Public Schools, AZ Libraries, Valley Metro Transportation , and The AZ Recorders Office for improving equipment, vote counting and reliability.”
• Remove Criminal Penalties for Speeding: Organization: Arizonans for Tomorrow. Address: 62 E. Evelyn Ln. Tempe, AZ 85284. Signatures Required: 237,645. Overview: “This Initiative removes all criminal penalties for speeding, requires increased fines and traffic school for habitual offenders. This initiative also offers retroactive forgiveness, anyone charged criminally prior to the enactment of this initiative shall be eligible for expungement.”

Tempe, AZ 85284 Signatures Required: 237,645 Overview: “Lowers the drinking age in Arizona to 18 years of Age , creates a 30 percent tax for those under 21 of age on alcoholic beverages. This tax shall go to state roads and local municipalities”
• Arizona Cannabis Justice Act: Organization: AZ Justice League Address: 7047 E. Greenway Pkwy #250 Scottsdale, AZ 85295 Signatures Required: 237,645 Overview: “The AZ Justice League’s Cannabis Justice Act: (1) Successfully removes criminal codes for the possession, consumption, cultivation and the sale of cannabis for adults at least 18 years of age in Arizona; (2) Decriminalizes all cannabis offenses; (3) Provides immediate release and post conviction relief for prior cannabis offenses and/or charges; (4) Prevents the state from conspiring with other governments to enforce cannabis laws; (5) Establishes a sale tax on retail cannabis sales from which revenue will be allocated to education and AHCCCS; (6) Places cannabis under The Department of Agriculture.”
• Protect Arizona Agriculture Act: Organization: Organic Now Address: 4015 E. Caliente Canyon Place Tucson, AZ 85749 Signatures Required: 237,645 Overview: “This act may be cited as the “Protect Arizona Agriculture Act.” Agricultural chemicals threaten pollinators crucial to Arizona’s agriculture. The Associate Director of Agriculture shall be responsible for ensuring that comprehensive health analysis and health risk assessments of agricultural chemicals on humans, flora, fauna and organisms that improve soil health including fungi and pollinators are reviewed and reported to the legislature. The Associate Director shall suspend the registration of all branches of the nitro group of neonicotinoids, chlorpyrifos and glyphosate, and regulate agricultural chemicals as necessary to protect Arizona’s agriculture and health.”
• Legal Tender Act: Organization: Free Market Solutions Address: 4015 E. Caliente Canyon Place Tucson, AZ 85749 Signatures Required: 237,645 Overview: “Free markets increase prosperity along with security for people’s property. Involuntary taxation on through coercion is theft. No agency may tax cryptocurrency savings or transfers from cryptocurrency to precious metal specie or United States federal reserve notes. Cryptocurrency may be deemed legal tender as an authorized medium of exchange and for payments of debts and taxes in the same qualification of legal tender as precious metal specie. This act may be cited as the “Legal Tender Act.”
• Ban Hydraulic Fracturing Within Arizona Act: Organization: Representative Initiatives Address: 4015 E. Caliente Canyon Place Tucson, AZ 85749 Signatures Required: 237,645 Overview: “The people of Arizona declare that hydraulic fracturing pollutes soil, air and our groundwater, a very limited resource in Arizona. To protect the health and wellbeing of our residents, we shall ban hydraulic fracturing and encourage alternative sources of energy that do not threaten future generations essential water. This Act may be cited as the “Ban Hydraulic Fracturing Within Arizona Act.”
• Save Oak Flat Act: Organization: Save Oak Flat Address: 4015 E. Caliente Canyon Place Tucson, AZ 85749 Signatures Required: 237,645 Overview: “This act shall be cited as the “Save Oak Flat Act.” This act nullifies section 3003 of the Carl Levin and Howard P. “Buck” McKeon National Defense Authorization Act for Fiscal Year 2015. The people declare that the legislature’s lack of protection of tribal sacred areas located on Federal land poses significant religious, cultural, historic and anthropological significance for Native American tribes. We the people of Arizona declare that the land and water of Oak Flat is crucial to Arizona and must be protected.”
• Arizona Classroom Code of Ethics: Organization: YES for a Classroom Code of Ethics Address: 11031 North 11th Place Phoenix, AZ 85020 Signatures Required: 237,645 Overview: “This measure implements a Code of Ethics and requires the State Board of education to adopt rules adopting the Code of Ethics and enforcement procedures. Requires the Code of Ethics adopted to prohibit public school teachers from engaging in classroom political advocacy, defined as advocating for or against legislation, elected officials and candidates, political parties, and judicial decisions. Teachers may discuss historical matters, defined as legislation over fifty years old and elected officials and candidates who serve or ran over fifty years ago. Gives the Attorney General and respective county attorneys, and all residents, standing to enforce this measure.”
• Arizona Fair Lending Act: Organization: Arizonans for Fair Lending (Our Voice Our Vote Arizona, LUCHA) Address: 1241 E Washington St, Suite 103 Phoenix, AZ 85034 Signatures Required: 237,645 Overview: “The Arizona Fair Lending Act forbids interest, fees, and charges exceeding an annual rate of 36% on title loans as defined; requires licenses for title lending, equal installment payments, clear title to the motor vehicle to secure such loans, filing liens used to secure such loans and release of liens if loans are paid in full; prohibits taking additional security for such loans, balloon payments, prepayment penalties, accelerating loans for reasons other than default, and disguising title loans as another device to avoid the Act’s requirements; voids noncompliant loans; permits attorney general enforcement and private right of action.”
• Arizona Entertainment Industry Investment Act: Organization: Arizonans for Film Tax Credit Address: 92 E Calle de Arcos Tempe, AZ 85284 Signatures Required: 237,645 Overview: “Arizona Entertainment Industry Investment Act ... This is how we create jobs in Arizona and bring in as much as $7 Billion per year to the State’s economy. A majority of the tax revenue generated by this Act will go towards K-12 teacher pay without increasing taxes. This Act will provide a tax credit of up to 35% to any production company that films in Arizona.”
• Automatic Voter Registration Act: Organization: AZ-VOTERS.COM Address: 3849 E Broadway Blvd 173 Tucson, Az 85716 Signatures Required: 237,645 Overview: “Automatic voter registration when applying for or renewing a driver license or non-operating identification license, unless the applicant affirmatively opts out of the voter registration process”
• Smart and Safe Arizona Act: Organization: Smart and Safe Arizona Address: 2303 N. 44th St., Suite 14, Box 1192 Phoenix, AZ 85008 Signatures Required: 237,645 Overview: “This Act permits limited possession, transfer, cultivation, and use of marijuana (as defined) by individuals 21 years old or older; protects employer and property owner rights; bans smoking in public places; imposes a 16% excise tax on marijuana to fund public safety, community colleges, infrastructure, and public health and community programs; authorizes state and local regulations for the safe sale and production of marijuana by a limited number of licensees; requires impairment to the slightest degree for marijuana DUIs; transfers monies from the Medical Marijuana Fund; permits expungement of some marijuana violations; and prescribes penalties for violations.”
• Stop Surprise Billing and Protect Patients Act: Organization: Arizonans Fed Up with Failing Healthcare (Healthcare Rising AZ) Address: 2239 W Baseline Road Tempe, AZ 85283 Signatures Required: 237,645 Overview: “This Act prohibits insurers from discriminating based on preexisting conditions; bans out-of-network bills, redefined as bills above in-network cost sharing requirements; bans balance bills for ambulance care; and amends the surprise bill dispute process. Insurers must reimburse providers, facilities and ambulances at specific rates. Sets new minimum wages for direct care workers at private hospitals by requiring raises of at least five percent for each of four years. Private hospitals must meet national safety standards regarding hospital acquired infections, under Department of Health Services enforcement authority, funded by fees paid by private hospitals.”
• Fair Elections Act: Organization: Arizonans for Fair Elections Address: 2239 W Baseline Road Tempe, AZ 85283 Signatures Required: 237,645 Overview: “Establishes same-day and automatic voter registration (with unwilling or ineligible potential registrant safeguards); provides right to a secret ballot; expands early voting; extends deadlines to return or cure errors on mail-in ballot; provides rules for Indian land polling places; amends voter identification and registration inactivation procedures; permits risk-limiting audits; lowers contribution limits for privately funded candidates; tightens gift and certain government officials’ post-employment restrictions; increases Clean Elections candidate funding grants and permits supplemental grants, used in primary and general elections; raises minimum corporate tax and lobbyist fees; restores Clean Elections tax check-off box and rule-making authority.
• Invest in Education Act: Organization: Invest in Education (Sponsored by AEA and Stand for Children) Address: 530 East McDowell Road, #107-459 Signatures Required: 237,645 Overview: “The Invest in Education Act provides additional funding for public education by establishing a 3.5% surcharge on taxable income above $250,000 annually for single persons or married persons filing separately, and on taxable income above $500,000 annually for married persons filing jointly or head of household filers; dedicates additional revenue to (a) hire and increase salaries for teachers, classroom support personnel and student support services personnel, (b) mentoring and retention programs for new classroom teachers, (c) career training and post-secondary preparation programs, (d) Arizona Teachers Academy; amends the Arizona Teachers Academy statute; requires annual accounting of additional revenue.“
• Second Chances, Rehabilitation and Public Safety Act: Organization: Arizonans for Second Chances, Rehabilitation, and Public Safety (Sponsored by ASJ Action Fund) Address: 2515 E. Thomas Road, Suite 16 #2024 Phoenix, AZ 85016 Signatures Required: 237,645 Overview: “This Act increases earned release credits for good behavior and participation in programs, including rehabilitation and education programs, for people in prison for non-dangerous offenses (as defined); authorizes judicial discretion in the interest of justice when a court imposes a sentence for a non-dangerous offense (as defined); removes a requirement for eligibility under the earned release credit program; amends two sentencing statutes; establishes a Victim and First Responder Support Services Fund; and transfers unused monies from an existing fund to implement the Act and fund the Victim and First Responder Support Services Fund.”
• Save Our Schools Act: Organization: SAVE OUR SCHOOLS ARIZONA PAC Address: PO Box 28370 Tempe, AZ 85285 Signatures Required: 237,645 Overview: “The Save Our Schools Act defines the term “school voucher,” which includes Empowerment Scholarship Accounts; places a cap on the number of students who can receive school vouchers in each fiscal year; establishes priorities for available school vouchers, with top priority to children with disabilities; prohibits the creation of school voucher programs; places limits on the use and transfer of school voucher monies; requires the return of unused school voucher monies, and creates the Taxpayer Protection Fund.”
