Scottsdale City Council grants SRP underground electric easements

Scottsdale City Council has exercised its power by authorizing a power company permission to install underground electric easements on city properties.

Council members consented in a recent meeting to two separate resolutions granting permission to Salt River Project for an underground electric easement to be installed without interference to city business at the area where the Le Cordon Bleu College of Culinary Arts was located and at the Thomas Groundwater Treatment Facility.

Facility modifications require new electrical facilities to be installed by Salt River Project Agricultural Improvement and Power District, according to a city staff report, noting that $5,000 for the fair market value use of the property in the easement area would be collected from Spectrum Camelback, which is redeveloping the site of the Le Cordon Bleu College of Culinary Arts.

Located within the Indian Bend Wash Revitalization Area, the culinary site was previously approved for rezoning by City Council to transform the property from service residential to a commercial office-zoned site so it could be turned into a residential, 116-bed assisted living and memory care health facility.

Since the current power supply to the property is insufficient for the new use and SRP reportedly determined it best to have a new connection to SRP’s existing facilities on the city’s Indian Bend Park site, across the street from the development area, SRP installed new electrical facilities onsite as part of the city upgrades to the baseball training fields, the report said.

The other underground easement would be installed as the part of the city’s multi-phase modifications to the Thomas Groundwater Treatment Facility, which requires the power company to update and install new electrical facilities to serve the site under the conditions that the proposed electrical plan not only not interfere with city property use, but SRP assumes liability and maintenance of its power facilities within the easement area.

There are no additional costs incurred to the city associated with granting the easement with the Thomas Groundwater Treatment project as the SRP easement includes the additional right to provide “Data and Communication” services to the public as well as third party providers, the report said.

Any justified compensation for the grant to SRP, the report added, is offset by SRP’s contribution to the construction costs of the new facilities to serve the city property.
