Janik: Update on Scottsdale’s short-term rental working group

Posted

On April 21, the Scottsdale short-term rental working group commenced its first of six meetings to examine existing laws and tools available regarding short-term rentals.

The members included representation from the hotel industry, STR proprietors, Experience Scottsdale, and neighborhood representatives living near STR’s from various parts of the city. The working group was co-chaired by council members Linda Milhaven and me, Betty Janik.

Final report was presented to council on July 1 and approved. While some of the work was ongoing, additional work on implementation began shortly thereafter.

Quarterly reports are presented to City Council. The link to the first quarterly report presented on Nov. 9 at the work study session is below. It contains valuable information on the process and the progress we have made. I have also attached the letter that was recently sent in accordance with the final report item 9.

It shares information with the state of Arizona about how the city of Scottsdale is impacted by short-term rental properties.

Rest assured, we are actively working on solving the problem with STR’s. In fact, I believe we are already seeing improvement. Staff continues working to finalize the drafts to update the vacation rental and nuisance party ordinances; these will be considered by the City Council in December.

Below is a guide to page numbers in the report (compliments of our excellent staff) which should help in navigating the document.

  • Pgs. 1-2 include the memo provided to the City Council.
  • Pgs. 3-9 include the publicly available Short-Term Rental Quarterly Report. This will regularly be updated and can be found by searching ScottsdaleAZ.gov for, “short term rentals”, clicking on the top result, and selecting the fourth button from the top-right of the screen, “Scottsdale Short-Term Rental Quarterly Report.”
  • Pgs. 10-14 include the recommendations as adopted by the Short-Term Rental Working Group and the City Council.
  • Pgs. 15-25 include the draft ordinances which will be presented to the City Council for adoption in December.
  • Pgs. 26-31 include the slides which were presented at a City Council meeting.

Editor’s Note: Betty Janik is a member of Scottsdale City Council.
