$756K Carollo Engineers contract approved to update town’s utility master plan

A design contract of up to $756,428 has been approved with Carollo Engineers for the completion of a 2021 comprehensive utility master plan in Queen Creek.

The Queen Creek Town Council on July 15 voted unanimously to approve the contract in a consent agenda with other items with Councilmember Emilena Turley absent. On the dais were Mayor Gail Barney and Councilmembers Jake Hoffman and Robin Benning. Meeting by WebEx were Vice Mayor Julia Wheatley and Councilmembers Jeff Brown and Dawn Oliphant.

“The town’s current major master-plan documents that have been approved by council include a wastewater master plan completed in April 2017 and a water master plan completed in November 2017. While these master plans were completed in 2017, the data at that time that was available to support the plans was derived from 2015-16 sources,” Utilities Director Paul Gardner said in a memo to the council.

Master planning efforts are generally solicited every five years or as required due to changes in the utility systems, he said.

“Since the completion of the existing master plan documents in 2017, the town has continued to grow and expand rapidly,” Mr. Gardner said.

Changes in the municipal systems include the annexation and zoning of 4,150 acres of undeveloped State Trust Land, pending acquisition of approximately 5,860 acres of water-service territory that is less than 50% developed, and the issuance of sewer “will serve” letters to approximately 1,260 acres of undeveloped land not previously designated to be served by any other sewer system, he said in the memo.

“These substantial changes to the service areas and the age of the previous studies and support data provide more than enough cause to warrant an update to the town’s master plans at this time,” Mr. Gardner said.
