$500K contract approved for engineering-consulting services

A professional services contract with Sisu Global for project management and engineering consulting services was recently approved by the Queen Creek Town Council.
The Town Council on July 15 voted unanimously to approve the contract in an amount not to exceed $500,000 in a consent agenda with other items with Councilmember Emilena Turley absent. On the dais were Mayor Gail Barney and Councilmembers Jake Hoffman and Robin Benning. Meeting by WebEx were Vice Mayor Julia Wheatley and Councilmembers Jeff Brown and Dawn Oliphant.
Funding has been identified within the fiscal year 2020-21 capital improvement projects budget for these services, according to a town document.
The town is experiencing a high rate of growth while at the same time the town is significantly expanding its water and sewer-service areas, according to a memo to the council from Utilities Director Paul Gardner.
“In an effort to keep pace with what could be a moderate growth period and a finite expansion period, utility department staff has identified that using a consulting engineer to aid in spanning these peak workload periods is preferable to hiring full-time employees for the work. Additionally, this approach to staffing is congruent with the town’s current hiring policy,” Mr. Gardner said.
The work to be performed under the contract includes first completion of the town’s utility capital improvement program and --- where applicable --- utility-related portions of the transportation capital improvement program, he said in the memo.
“Sisu Global has a proven track record for successfully completing water-storage tanks and well-site development programs. Second, assisting in solving technical/engineering related items on various developer/town-related projects. Sisu has significant experience working with developers on interrelated projects that involve municipal and developer related improvements,” Mr. Gardner said.
“From the town’s perspective, this experience is applicable to the many subdivision lake and well-site developments that require a good portion of utility department staff time to ensure the partnerships function as planned and per the various development agreement requirements,” he said in the memo.
