A new luxury multifamily development is in the works across the street from Park West that is intended to complement the shopping center with similar design and architecture.

The Peoria Planning and Zoning Commission recommended a case to rezone about 5.4 acres of land at 8128 N. 99th Ave. from Intermediate Commercial to Planned Area Development to allow a for a 95-unit town home community east of the retail center along 99th Avenue.

Officials say the rental community will be known as The Prescott at Park West because it will both support and be supported by Park West’s retail, entertainment and dining.

Scottsdale‐based Porter Kyle is the developer.

The Peoria City Council is expected to consider the case Nov. 10.

Taylor Earl, an attorney who represents Porter Kyle, said this is the right development in the right location.

“Park West is a great shopping center in the West Valley and we want to make sure it stays that way,” he said. “By bringing something at a luxury level we are able to bring disposable income which we hope keeps Park West at that higher shopping level. In turn, we believe we can bring a higher level product here because we are next to Park West and because we are next to the freeway.”

The gated development is proposed to be a mix of 30 one‐bedroom units, 41 two‐bedroom units and 24 three‐bedroom units, clustered in 5‐unit, 4‐unit, and 3‐unit buildings. They will feature 2‐car garages, private backyards and balconies.

The community will also feature high‐end amenities such as a pool, outdoor kitchen, splash pad, gym, co‐working space, dog park, and park with playground equipment.

The proposed building heights will be 2 stories, ranging from 28 feet to 30 feet, and the proposed density is about 17.6 dwelling units per acre.

Planner Jennifer Fostino said pedestrian connectivity is a prominent feature throughout Park West with the use of a main street concept along the primary entry. As a result, that focus on pedestrian activity is a theme that is by extension carried through to the Prescott at Park West project, she said.

“The architecture in conjunction with the landscaping and the pedestrian connectivity creates an experience similar to that of Park West’s main street concept,” Ms. Fostino said.

The developer has proposed a HAWK, or pedestrian light, across 99th Avenue to connect the community and the shopping center.

“Prescott at Park West works in conjunction with Park West to achieve the intent of the mixed use main street land use category through the symbiotic relationship of design and accessibility,” Ms. Fostino said. “The proposed Prescott at Park West PAD achieves the goals and objectives set forth in the general plan by further diversifying the city’s housing options, architectural style, and providing a use that transitions well with the surrounding area.”
