DVUSD board approves new budget, property tax increase

The Deer Valley Unified School District governing board at its virtual July 14 meeting unanimously approved the district’s Fiscal Year 21 budget as well as a motion to increase the district’s primary property tax rate.

The 2021 budget, which started on July 1, increases the general budget limit from $234.3 million in FY20 to $247.1 million in FY21. That includes a continuation of the 15 percent override, which amounts to $2.2 million.

The budget also includes salary increases for all employees, including 5 percent for certified, 4 percent for classified, and 4 percent for administration.

The board also accepted the administration’s recommendation to levy the increased primary property tax rate of the district to pay for increased expenditures over the state-imposed spending limit for the fiscal year that began July 1. The new tax rate will pay for increased expenditures in areas where the governing board has the authority to increase property taxes.

The new projected tax rate shows a net impact on the average assessed value residential parcel of $223,482, and will be an annual increase of $51, or 5.3 percent.

“That’s largely due to not the tax rate itself but the assessed valuation increase of the average parcel,” explained Jim Migliorino, deputy superintendent of DVUSD’s fiscal and business services.

The district’s notice of tax increase states, “the Deer Valley Unified School District is proposing an increase in its primary property tax levy of $500,000.”

“Using those funds for a traffic signal at the 51st Avenue transportation yard,” explained Jim Migliorino, deputy superintendent of DVUSD’s Fiscal and Business Services. “That’s the plan. We’re still working out the details with the city of Phoenix.”
